The Municipality of Colchester and Villages of Bible Hill and Tatamagouche have partnered to create a comprehensive active transportation (AT) strategy intended to improve, optimize and prioritize AT options across the region.
In March 2025, the Municipality of Colchester received Provincial Funding from the Connect2 Program to allow for the development of an updated Active Transportation Strategy and in August 2025, staff awarded the contract for the project to Urban Systems. The project will modernize the Municipality’s existing AT Strategy by developing a phased, inclusive, and evidence-based framework for future AT investments and is expected to finish by spring 2026.

What is Active Transportation?Active transportation refers to the movement of people or goods powered by human activity. Active transportation includes walking, cycling and the use of human-powered or hybrid mobility aids such as wheelchairs, scooters, e-bikes, rollerblades, snowshoes, cross-country skis, and more.

Public Engagement - Round 1
From October to December 2025, residents shared their ideas to help shape the future of walking, biking, and rolling in Colchester.
How People Participated
- Public Open Houses
- Four drop‑in sessions were held in Debert, Truro Heights, and Bible Hill. Each included interactive boards, discussion areas, and light refreshments.
- Online Survey (Now Closed)
- Residents shared their experiences and priorities through a 10‑minute survey available Nov 17–Dec 5. Paper copies were also offered. Survey participants could enter a draw for two $50 local bike shop gift cards.
- Interactive Map
- Participants placed pins to show where they travel, where improvements are needed, and areas they find safe or unsafe for active transportation.
- Community Walk Audits
- Eleven guided walk audits were hosted across Colchester. Residents could also complete a walk audit on their own using the downloadable form.
Engagement Results + Shaping Influences Report
The Shaping Influences Report is a background document that lays the foundation for Colchester and Bible Hill’s new Active Transportation Strategy by outlining community context, existing walking/rolling/cycling conditions, key challenges, and opportunities; summarizing what residents and interest-holders shared during the first round of engagement; and reviewing best practices that will guide the creation of a safe, connected, and accessible active transportation network for all.
